## How it works

### What is a fire life safety inspection?

It is a periodic examination of a building against the fire and life safety codes that the relevant authorities have adopted. An inspector looks at means of egress, alarm and sprinkler systems, occupant load, emergency planning and the training and certificates of the people responsible. Because codes are adopted by reference on particular dates, the inspection is measured against a specific edition of a specific standard, not against fire safety in general.

### Who can perform a fire watch?

Not just anyone on site. Where a fire protection system is out of service, the fire code requires a fire watch maintained by a fire guard who holds a Fire Department certificate of fitness, identified in New York City as the F-01 certificate. The watch means patrolling the affected areas for fire while the system is impaired. Because the duty attaches to a certificate rather than a job title, knowing who currently holds one is an operational necessity rather than an HR detail.

### Why does the code edition matter?

Because the binding rule is the standard as adopted, not the latest published version. State rules give adopted standards statewide force, and buildings are commonly assessed against the standards in effect when their plans were received. A building can therefore be lawfully compliant with an older edition while a newer one exists, which is impossible to explain to an inspector without a record of which edition applies.

### What triggers employee emergency training?

Occupancy type. The adopted fire code lists occupancies whose employees must be trained in fire emergency procedures, and the duty follows the use of the space rather than its size. A building with several tenants can therefore carry the obligation in some areas and not others, which is exactly the kind of distinction a single building level calendar entry cannot express.
