Why it stays broken
Signing agents are usually contractors, so their credentials sit with them rather than with the company that assigns the work. State notary law is genuinely different in each jurisdiction and amended by individual bills with their own effective dates. A scheduling tool that knows names and postcodes cannot answer the only question that matters at a closing table, which is whether this person was authorised to act in this state on this day.

The lapsed commission
An agent takes an assignment days after their commission expired. Ohio law requires a notary to be appointed and commissioned before discharging official duties, so the notarial acts are exposed. Checking authority at assignment costs nothing; discovering it at recording costs a reschedule and a relationship.
Video authority that moved
North Carolina extended emergency video notarisations to a fixed future date, or until the first remote electronic notarisation licence is issued. Whichever comes first is a real operational boundary, and a scheduler needs to know which side of it today falls on.
The out of state agent
Ohio will commission an applicant already commissioned or licensed in another state, under a separate licensing chapter. Knowing which of your agents qualify by that route, and which do not, is the difference between coverage and a gap.

- A notary signing agent is a commissioned notary public who specialises in loan document signings. They meet the borrower, present the closing package, direct the signing of each document and notarise the pages requiring it, then return the package to the lender or title company. The role sits between two rulebooks: lender and settlement requirements that govern the package, and state notary law that governs whether the person is authorised to notarise at all, in that state, on that day.
What makes a commission lapse a serious problem?
Notarial authority is not a formality. Ohio law requires a notary to obtain a seal and be commissioned before entering upon the discharge of official duties, and lists acts a notary may not perform. If a commission has expired, the acts performed under it are exposed, and the exposure surfaces at recording or in litigation rather than at the table. That is why the check belongs at assignment, when it is still cheap to fix.
Can a signing happen over video?
In some states and under some conditions. North Carolina extended emergency video notarisations to a fixed date in 2027, or until the first licence is issued for remote electronic notarisations, whichever comes first. Ohio has its own online notarisation regime with course, examination and technology notification requirements. Because these are separate schemes with separate boundaries, a signing service operating in several states needs to track them individually.
Can an agent commissioned elsewhere work in another state?
Sometimes, by a defined route. Ohio's secretary of state will appoint and commission an applicant who is already commissioned or licensed as a notary public in another state, in accordance with Chapter 4796. That route is specific rather than general, so it is worth recording which of your agents actually qualify under it.
Is the software available now?

Why we are building this
Signing agents are mostly contractors, which means the credentials that make the work lawful sit with the individual rather than the company assigning it.
That arrangement works right up until a commission lapses or a state moves its video notarisation boundary. Then the question is not who was scheduled, it is who was authorised, and the answer usually has to be reconstructed from email.
So we are building the authority record first. The Neurobird Team would rather cover a handful of states accurately than list fifty and be wrong about the effective dates.
