### What does an optical lab do?

The lab is working from a document it did not create, produced by a prescriber after an eye examination, and the finished article has to match it.

### What is a prescription, in rule terms?

The federal rule defines it as the written specifications for lenses for eyeglasses, derived from an eye examination, including all of the information specified by state law where any applies. The practical consequence for a lab is that the contents of a valid prescription are not uniform nationally. What must appear on the document depends partly on federal rule and partly on the state the prescriber practises in.

### How large is the market a lab serves?

Substantial. Federal rulemaking records that in 2019 consumers purchased approximately 79 million pairs of eyeglass frames and 88 million pairs of lenses, for a total sales volume of roughly $10 billion in frames and $14.3 billion in lenses. Conventional optical chain stores accounted for around 27.5 percent of frame and lens sales by value, with mass merchandisers at roughly 10 percent.

### Why does verification need recording?

Because it is the lab's own evidence. Independent testing of finished eyewear against prescriptions has featured in federal rulemaking, and the quality of such studies is itself contested. A lab that performs verification and records the result against the job can speak to its own work. One that performs the same check and keeps no record cannot.
