# Your rent controlled units have to be registered every year, and the deadline is not the same in two cities.

*One portfolio reminder is guaranteed to be wrong in at least one city.*

> Rent control registration compliance is the annual duty to register rental units with a local rent board, pay the registration fee, and keep the filing accurate. It is a municipal obligation rather than a state or federal one, so the deadline, the fee, the exemptions and the cure period for a defective filing are set city by city. A landlord holding property in two jurisdictions is holding two different calendars and two different rulebooks.

## What Neurobird Rent Control Registration Compliance does

- Track the registration deadline for each jurisdiction separately, including any grace period that follows it.
- Record which units are exempt and on what basis, so the exemption can be evidenced rather than asserted.
- Start a cure clock when a deficiency notice arrives, because that period is short and it runs quietly.
- Keep proof of each annual filing and fee payment against the property it covers.

## How it works

1. **Map** Each property is matched to the jurisdiction that regulates it, with that city's deadline, fee and exemption test attached rather than a generic reminder.
2. **File** Annual registration is tracked per unit, with the filing and the fee payment recorded together as the evidence the board will ask for.
3. **Cure** A deficiency notice opens a dated cure period, so the window to fix a filing is used rather than discovered after it closed.

## Questions

### What is rent control registration compliance?

It is the obligation to register rental units annually with the local rent board, pay the associated fee, and keep the registration accurate through the year. Registration is what puts a unit on the record, and in many programmes it is a precondition for lawfully raising rent. Because these are municipal schemes, the deadline, the fee, the exemptions and the consequences of a late or defective filing are set locally rather than by the state.

### When is registration due?

It depends entirely on the city. Culver City requires all rental units to be registered annually by 31 July, with a grace period for registration and fee payment running through the following month. Other programmes set their own dates, and a landlord operating across jurisdictions has to hold each one separately. A single portfolio wide reminder will inevitably be correct for one city and wrong for the rest.

### Which units are exempt?

Exemptions are defined locally and usually turn on facts about the building. Hoboken notes that federally funded housing, certain new construction and commercial properties may be exempt under its municipal code. Culver City's stabilisation ordinance applies to parcels with two or more rental units built on or before a specific date. In both cases the exemption is a factual test about the property rather than a judgement call, which means it can and should be evidenced.

### What happens if a registration is deficient?

Usually a cure period opens. Hoboken gives property owners 30 days to fix deficiencies once they have been notified. Periods like that are workable if the notice reaches the person responsible quickly, and unforgiving if it sits unopened. The clock runs from notification, not from the day someone gets round to reading it.

### Is the software available now?

No. It is in development and open for early access. We are building the per city deadline and exemption model with managers who hold property in more than one rent controlled jurisdiction.
