# Scaffolding rental software that tracks the components, the hire days and the inspection

> Scaffolding rental is the hire of access structures and their components, either bare or with erection and dismantling, to contractors working at height. The commercial job is quantities and hire days. The safety job is that a competent person inspects the scaffold before each work shift, that every scaffold supports 4 times its maximum intended load, and that fall protection is in place above 10 feet. Neurobird keeps the component count, the hire clock and the inspection evidence on one contract record.

## What Neurobird Scaffolding Rental does

- Track components by type and quantity from yard to contract to site and back, so shrinkage is visible at the gate
- Hold the erection, handover and pre-shift inspection record against the structure rather than a paper tag
- Run hire days per contract line, so off hire stops the clock on the day it was requested
- Keep training and competence records for erectors attached to the people who sign the inspections

## How it works

1. **The contract holds the count** Every load out is a line: item, quantity, date, destination. Returns net against it, so the difference is a number rather than an argument.
2. **The structure holds the inspection** Handover, pre-shift checks and any alteration are events on the scaffold itself, so the evidence survives the tag falling off.
3. **Hire days are arithmetic** Days run from load out to off hire per line, with part returns handled properly, so the invoice is defensible before it is sent.

> Scaffold components manufactured by different manufacturers shall not be modified in order to intermix them unless a competent person determines the resulting scaffold is structurally sound.

## Industry context

- **4 times** Each scaffold and scaffold component must be capable of supporting, without failure, its own weight and at least 4 times the maximum intended load applied or transmitted to it. (source: OSHA, 29 CFR 1926.451(a), https://www.osha.gov/laws-regs/regulations/standardnumber/1926/1926.451)
- **10 feet** Each employee on a scaffold more than 10 feet above a lower level must be protected from falling, with the standard then specifying which system applies to each scaffold type. (source: OSHA, 29 CFR 1926.451(g), https://www.osha.gov/laws-regs/regulations/standardnumber/1926/1926.451)
- **52** The Census of Fatal Occupational Injuries recorded 52 fatal falls to a lower level from scaffolding in 2020, the figure OSHA publishes alongside its scaffolding guidance. (source: OSHA scaffolding, citing BLS CFOI, https://www.osha.gov/scaffolding)
- **1926.454** Training must cover the nature of the hazards, the correct erection and dismantling procedures, the proper use of the scaffold and the maximum intended load, with retraining required whenever conditions or equipment change. (source: OSHA, 29 CFR 1926.454, https://www.osha.gov/laws-regs/regulations/standardnumber/1926/1926.454)
- **6th** Scaffolding in construction ranked 6th on the federal list of the 10 most frequently cited standards for the fiscal year running October 2024 to September 2025. (source: OSHA, top 10 cited standards, https://www.osha.gov/top10citedstandards)

## Questions

### What is a scaffold competent person?

A competent person is somebody capable of identifying existing and predictable hazards and authorised to take prompt corrective measures. Under 29 CFR 1926.451(f)(3) that person must inspect scaffolds and scaffold components for visible defects before each work shift, and after any occurrence that could affect structural integrity.

### What are the load and fall protection thresholds?

Section 1926.451(a)(1) requires every scaffold and component to support its own weight plus at least 4 times the maximum intended load without failure. Section 1926.451(g)(1) requires fall protection for each employee on a scaffold more than 10 feet above a lower level.

### When does scaffold training have to be repeated?

Section 1926.454(c) requires retraining whenever changes at the worksite present an untrained hazard, whenever the type of scaffold or fall protection changes, or whenever the employee's work shows they have not retained proficiency. There is no fixed calendar interval, which is exactly why it gets missed.

### Does it track individual planks and couplers?

It tracks by item type and quantity, which is how a yard actually counts. Serialised tracking for a specific item class is possible, but pretending every coupler has an identity produces a system nobody updates.

### Does it replace the design calculation?

No. Design stays with your engineer. What lives here is the record: what was loaded out, what stands on site, who signed the handover and who inspected it this morning.

### Can the erector record an inspection from the site?

Yes. The pre-shift check is captured against the structure from a phone, with the date, the person and any defect noted. The paper tag can still hang, but it stops being the only copy.
