### What is traffic control flagging?

It is the manual control of traffic through or around a work zone by a trained person using a STOP and SLOW paddle. The flagger stands in a defined position relative to the lane being controlled, holds standard equipment at a standard height and wears a high visibility garment meeting a named standard. It is one of the few construction roles where nearly every requirement is a measurable physical specification rather than a judgement call, which is what makes it possible to document properly.

### What equipment does a flagger have to use?

A STOP and SLOW paddle is the standard device, matching the shape and colours of other stop signs. Federal guidance points to a 24 inch paddle for higher speed roadways, and to mounting the paddle on a 7 foot pole so it sits at the same height as other signs when control will last more than a few minutes. Safety garments must meet the MUTCD and ANSI Standard 107-2015 colour requirements. Many states additionally require a 24 inch red flag for emergency control when no paddle is available.

### Is the MUTCD actually law?

Yes, by incorporation. The FHWA has incorporated the Manual on Uniform Traffic Control Devices by reference at 23 CFR 655.601, which is what turns its guidance into an enforceable federal requirement rather than advice. State specifications then layer their own contract terms on top, which is why a flagging operation can be answerable to a federal manual and a state section at the same time.

Incident investigations ask physical questions: where was the flagger standing, what were they holding, how tall was the pole, what class of vest, how far back was the warning device. If those were recorded at the shift they are answered in minutes. If not, the answer is whatever people remember.
