Carrier hiring

Truck driver recruiting software that shows exactly what each qualification file still needs

Truck driver recruiting is the process of hiring commercial drivers into a motor carrier, which is governed as much by file contents as by fit. 49 CFR 391.51 sets what a driver qualification file must contain, 49 CFR 391.23 requires safety performance inquiries with previous employers, and the FMCSA Drug and Alcohol Clearinghouse must be queried with driver consent before safety sensitive work. Neurobird shows the blocker per applicant across 140 drivers.

The daily reality

What carrier recruiters and driver managers actually deal with

A driver qualification file has a fixed contents list, and a missing item means the driver cannot be dispatched no matter how good the hire is.
Previous employer safety performance inquiries go out and come back on somebody else's schedule, blocking the file.
Clearinghouse queries need consent before they can run, and the consent is the step most likely to stall.

Why it stays broken

Driver recruiting is a hiring process gated by a documents process. The applicant tracking system knows the candidate said yes. It does not know that the third previous employer has not replied, which is the only thing standing between a signed driver and a dispatched one.

A driver hired 30 days ago who still cannot be dispatched is 30 days of pay and no revenue miles.

If no motor vehicle record is received from a driver 's licensing authority required to submit this response, the motor carrier must document a good faith effort to obtain such information.

What it does

Neurobird Truck Driver Recruiting Coverage Platform

Make the applicant the record. DQ file contents, inquiry status, Clearinghouse consent and PSP sit together, so the blocker is a name rather than a mystery.

  • 1Track driver qualification file contents against the required list rather than a checklist in a folder
  • 2Chase previous employer inquiries as outstanding items with dates, not as sent emails
  • 3Hold Clearinghouse consent and query status on the applicant record
  • 4Show the single blocker stopping a driver from being dispatched

What changes with Neurobird Truck Driver Recruiting?

The same work, read left to right: how it runs today, and how it runs once the record is in one place.

Who is this for?

Three carriers, three reasons the file is the bottleneck.

Carrier with 3 recruiters

One blocker per applicant

The file shows the single missing item, so a recruiter chases the right thing instead of re-reading the whole folder.

Carrier hiring across states

Inquiries have dates

Previous employer requests tracked as open items with follow up dates rather than as sent emails.

Carrier with a consent bottleneck

Clearinghouse gating

Consent and query status on the applicant record, because that is where hires stall most often.

How does Neurobird Truck Driver Recruiting work?

  1. Build the file against the list

Required contents tracked item by item, so incomplete is a specific gap rather than a feeling.

  2. Chase inquiries as open items

Previous employer requests carry dates and follow ups instead of sitting in a sent folder.

  3. Gate on consent

Clearinghouse consent and query status held on the applicant, because that is the step that stalls most often.

Key terms

What is a driver qualification file?
A driver qualification file is the set of documents a motor carrier must hold for each driver. 49 CFR 391.51 lists what it must contain and how long items are retained. An incomplete file is a compliance problem regardless of how capable the driver is.
What is a previous employer safety performance inquiry?
49 CFR 391.23 requires carriers to make inquiries into an applicant's driving record and safety performance history with previous employers. The obligation is on the hiring carrier, but the response depends on somebody else, which is why files stall here.
What is the Clearinghouse query?
The FMCSA Drug and Alcohol Clearinghouse must be queried before an applicant performs safety sensitive functions. A full query requires the driver's consent, and an unresolved violation prohibits driving.
What is PSP?
The Pre-Employment Screening Program gives carriers access to an applicant's crash and inspection history from federal records, used as part of the hiring decision rather than as a substitute for the required inquiries.

Does this replace our ATS?

No. Sourcing and candidate communication stay in the applicant tracking system. What lives here is the qualification layer: DQ file contents, inquiry status, Clearinghouse consent and the single blocker per applicant.

Why we are building this

Recruiting drivers is not really a recruiting problem. Carriers find drivers. What they cannot do is dispatch them, because a qualification file is missing one item that somebody else controls.

The third previous employer has not replied. The consent form was never signed. The medical certificate is in a glovebox. Each is small, each blocks everything, and none of them appear in an applicant tracking system.

So we are building the qualification layer. If you recruit drivers, tell us what your files stall on.
