Why we are building this
Every after school programme has a clipboard by the door, and everybody knows the clipboard is the most important document in the building. It is also the only one that cannot be searched, backed up or produced in a hurry.
The hard record is not enrolment. It is what happened at 4:15 on a Thursday: how many children were present, how many staff were on the floor, and who walked out with whom. That is what a complaint turns on and what an inspection asks for.
