Emergency adjuster registrations are tied to a disaster proclamation and run for a fixed period from the proclamation date rather than from the date of registration. If the proclamation is extended, the adjuster has to reregister, which is easy to miss during a deployment.

- What is an independent insurance adjuster?
- An independent adjuster investigates, evaluates and settles claims on behalf of an insurer under contract, rather than as an employee of that insurer. The role is licensed at state level, and states distinguish between company adjusters, independent adjusters and public adjusters, who represent the insured instead. Some states prohibit the same person acting in more than one of those capacities on the same claim, so the licence class carries real operational meaning.
- What is an emergency adjuster registration?
- It is a temporary authorisation that lets adjusters work a declared disaster without going through full licensing first. In Washington the registration is valid for 180 days measured from the disaster proclamation date rather than the day the form was submitted, and if the proclamation is extended beyond that period the adjuster has to reregister. Because the clock starts with the proclamation, an adjuster deployed late in an event has less time remaining than they might assume.

Adjuster licensing looks like a credential problem and behaves like a calendar problem.
Each state sets its own clocks, and they start on real world events rather than on administrative ones: the day a proclamation was signed, the day someone established residence. A firm working a catastrophe across several states is running a dozen calendars at once, usually in a spreadsheet.
So we are modelling the deadlines per state rather than the licence as a single item. The Neurobird Team is starting with firms that deploy across state lines, because that is where the flattening hurts.
