Why it stays broken

A reserve study is prepared by an outside analyst, adopted by a volunteer board, disclosed to owners in an annual summary and now audited against a state statute that changes every session. Each of those four steps keeps its own copy. California made the study a three year obligation reviewed annually, Florida attached it to a structural inspection cycle, and Virginia set five years, so the same association can be measured against three different clocks with the component list still sitting in a spreadsheet.

What is a reserve study?
