Why it stays broken

Point of sale systems are built to take money, not to model an environmental fee with its own exemptions, its own retention allowance and its own filing calendar. The fee is charged per tyre rather than per sale, which most retail software handles badly. So the shop ends up with a correct cash drawer and an approximate return.

It is software that runs a tyre retail and fitting business as a compliant operation, not just a till. That means counting the environmental fee on each tyre rather than each sale, holding the exemption certificates that excuse particular buyers, tracking scrap tyres on site against storage limits, and keeping the licences and inspections that let the shop trade. The selling part is well served already. The compliance part is usually a spreadsheet.

Who has to collect the waste tyre fee?

In New York the fee falls on the tyre service, which includes online retailers, dealerships and repair shops selling new tyres at retail. Importantly, a shop that installs tyres it did not sell must still collect the fee on each new tyre unless the purchaser can show it was already paid to the seller. That makes fitment of customer supplied tyres a compliance event, not just a labour line.

Can a shop keep any of the fee?

A little. A tyre service that maintains a physical retail location in New York may keep twenty five cents per tyre from the fees collected, to recover administrative costs. It is a modest allowance, but it has to be calculated from tyre counts, so a shop that cannot say how many tyres it sold cannot claim it accurately either.

What happens with exempt buyers?

Purchasers who are exempt, or who are buying for resale, complete a fee exempt purchase certificate and give it to the seller. The certificate is the evidence. If it cannot be produced when the return is examined, the exemption is difficult to sustain and the fee tends to land back on the shop.

Why we are building this

The tyre fee is a small number that turns into a real one over a year, and it is charged per tyre rather than per sale.

That distinction sounds academic until you try to reconcile a quarterly return from a till total, or explain at audit why a customer supplied fitment carried no fee. The counter got it right and the paper did not.

So we are counting at the tyre and keeping the certificate attached to the sale that used it. The Neurobird Team is starting with shops that file their own returns, because they know exactly where this goes wrong.
