Why it stays broken
Construction software tracks the job as a schedule and a cost code. A paving specification tracks it as a material with a grade, a temperature window and an acceptance route that changes with lift thickness and continuous length. Those are different models of the same day, and only one of them gets paid. So the crew does the work correctly and the record cannot prove it.

The temperature nobody logged
Specifications set a minimum mixture temperature at the paver, lower for warm mix than for hot mix. If the reading was taken and not recorded against the load, the contractor is arguing from memory about a number the owner treats as a condition of acceptance.
Choosing the acceptance route
Acceptance under a lighter item applies to bases, variable depth courses, thin lifts and short runs, including paving under one continuous mile. Knowing which route applies before placement changes what has to be sampled that day.
Mix and joint detail
A stone matrix mix is specified for high stress surfaces, and paving onto concrete or brick requires the vertical faces to be cleaned and tacked with the specified emulsion. Both are recordable steps that usually survive only as crew habit.

- What is asphalt paving management?
- It is the work of running a paving operation so that the finished surface and the record of how it was produced both satisfy the specification. That covers the approved mix design, the binder grade, the temperature of the material when it reaches the paver, the preparation of joints and existing surfaces, and the acceptance route the owner agency will use to decide whether the lift is paid for. The paving itself is well understood by any competent crew. The record is where money is lost.
- What is stone matrix asphalt used for?
- It is a highly rut resistant mix intended as a surface course in high stress areas, specified at particular gradations and binder grades. Because it is selected for specific locations rather than used generally, recording where it was actually placed matters for later maintenance decisions as much as for payment.
Why does delivery temperature matter so much?
Because it is a specified condition rather than a guideline. Municipal specifications set a minimum mixture temperature at the paver, commonly 250F for hot mix asphalt with a lower figure for warm mix under the same clause. Material arriving cooler compacts differently and the owner may treat the lift as non conforming. A temperature reading that was taken but never recorded against the load is, for practical purposes, a reading that was never taken.
What decides which acceptance method applies?
Mostly geometry. A lighter acceptance item is used for asphalt concrete bases, variable depth courses, lifts under about 25 mm thick, spot paving and paving that runs less than one continuous mile. Thicker lifts and longer continuous runs move to a fuller acceptance regime with more sampling. Knowing which applies before the paver starts changes what the crew has to capture.
Can we buy this now?
No. It is in development and open for early access. We are building the daily record with paving superintendents so it matches what a crew can realistically capture beside a live paver.
Why we are building this
Paving is one of those trades where the work can be done properly and still not get paid properly.
The specification asks for numbers taken at particular moments: the temperature when the load reaches the paver, the thickness of the lift, the treatment of a vertical face before the new material touches it. Those moments pass quickly and the record of them tends to be a ticket in a truck.
So we are building the daily record around the measurements the specification names. The Neurobird Team would rather cover a handful of agencies accurately than claim to know every specification in the country.
