Voter registration processing software for the queue behind the statewide system
Voter registration is the process by which an election office establishes and maintains the list of eligible voters, covering intake, verification, duplicate resolution, address changes and list maintenance. More than 211 million individuals were active registered voters for the 2024 general election, more than 103 million registration transactions were processed, and about 21 million records were removed through list maintenance. Neurobird gives the office one queue across every intake source with the deadlines attached.

What county and municipal election offices actually deal with
Why it stays broken
The statewide system is a system of record, not a work system. So the actual daily work, sorting 5 intake streams, judging near matches and tracking notice dates, happens in paper trays and a shared calendar.
Nearly 40 million confirmation notices went out in a single cycle, each one starting a clock somebody has to track.
States must set a voter registration cutoff for federal elections of no more than 30 days before the election.

Who is this for?
Same queue, three different offices.
You run elections part time
Registration is one of 8 duties. You need the deadlines to surface themselves rather than living in one person's head.
You process daily volume
Several clerks, several intake streams, one backlog number nobody trusts. You need one queue and real workload visibility.
You process at scale
Duplicate resolution and notice tracking are full time jobs. You need the evidence presented for decisions instead of assembled by hand.
How does Neurobird Voter Registration work?
One intake queue
Paper, online, motor vehicle and agency applications arrive in one queue with one status vocabulary and one backlog number.
Match, do not guess
Possible duplicates and near matches are surfaced with the evidence side by side, so a clerk decides rather than scans.
Deadlines on the record
Confirmation notices, waiting periods and removal eligibility carry their dates on the record, so the 90 day quiet period is visible months out.
Voter registration software questions, answered
Key terms
- What does voter registration processing involve?
- Voter registration is the process by which an election office establishes and maintains the list of eligible voters, including intake, verification, duplicate resolution, address updates and list maintenance. For the 2024 general election more than 211 million individuals were active registered voters in the United States, and more than 103 million registration transactions were processed in the preceding cycle.
- What is list maintenance?
- The lawful upkeep of the voter list: confirmation notices, inactive status, and eventual removal for death, felony conviction where applicable, moving out of the jurisdiction, or failing to respond and then not voting in 2 consecutive federal general elections. States reported sending nearly 40 million confirmation notices and removing about 21 million records in the last cycle.
- What is the 90 day quiet period?
- Under the National Voter Registration Act, systematic programs to remove ineligible voters must be completed no later than 90 days before a federal primary or general election. It is the deadline that turns an ordinary backlog into a legal problem.
Does this replace the statewide voter registration system?
No. The statewide system remains the system of record, as required under the Help America Vote Act. This is the working layer above it: intake queue, match resolution, notice tracking and the local reporting nobody has a tool for.
Why we are building this
Election offices were given a statewide system of record and no work system. The record keeping is mandated in detail. The daily queue is a paper tray.
Public numbers show the scale plainly: 103 million registration transactions in one cycle, 40 million confirmation notices, 21 million removals. None of that is small volume clerical work anymore.
We would rather build this with registration staff than guess. Tell us how your office actually works the queue, and where we have got it wrong.
Where the requirement comes from
The federal statutes, the survey and the forms behind registration work.
- DOJ, National Voter Registration Act of 1993 Federal registration and list maintenance rules, including the 90 day quiet period.
- EAC, Help America Vote Act The statewide voter registration database requirement your office works above.

- EAC, national mail voter registration form The federal form and its state specific instructions, one of the intake streams every office handles.
